Those travelling to the country in the run up to the 2016 Olympics were greeted at Rio airport with the unwelcoming message, which is throwing caution over whether Brazil is ready to host the games.

An police officer told AFP news agency: ''Members of the public bring toilet paper to us.''

Concerns about the country not being able to cope with the strain on resources to host the games have grown along with the Zika virus that is still plaguing the country.

As well as ''welcome to hell, one sign read: ''Police and firefighters don't get paid, whoever comes to Rio de Janeiro will not be safe.

And another said: ''Welcome, we don't have hospitals!''
