Instead of having topless beaches, our country tends more towards violence. Just compare the crime rate in the USA to Spain. Maybe that's why you are concerned about sexual predators and your niece.
Anyway, I should'nt rant about politics. Bottom line, if it didn't bother your in-laws, you shouldn't let it bother you. Just remember "when in Rome,..."
Oh, by the way, I'm willing to bet that this was your first time on a Southern European beach?

I can understand why you were upset, but as you've probably found out now, it's quite common to see topless females of all ages (including teenagers) on beaches in Europe, in fact it's not rare e.g. in France and Italy, to see them swimming and sunbathing completely nude. Men as well, of course. It's just accepted. Hope this is helpful.

with regards to your husband getting turned on by his niece technically your husband could probably have hit that (depending on insest laws in spain) i know where i live (the UK) it would not be illegal for a man to sleep with his brothers daughter (providing she is atleast 16) ..however in spain the age of consent is 14 so depending on the incest laws there he may infact of been able to act on his arrowsal and it would of been legal

I know what the weather was like down here this March, and there is no way in a million years that there was a crowded beach, much less people on it topless. If Concern's family did go on the beach, they would have been practically alone, and very uncomfortable in the winds and rain we had down here this year.
In March, the beaches are still a mess because the local authorities don't go and do their annual clear-up until late April, early May. Even now there are very few people on the beach, and the weather is getting a lot warmer as spring sets in.
i am 16 and my sister is 17, and when we go on holiday my sister isnt always sure that she should get her breats out for tanning. however last holiday my sister and i went to the beach and sat in a quiet place out of sight and i persuaded her to take her bikini top off. he large 36 C breats hung down before me, and she asked my to put suntan cream on her as she relaxed.

In Benidorm over the Easter week last month (i.e. March 2008), the sun was shining, although there was a bit of wind at itmes, the beaches were spotless with crowds of people, some women topless(!), and some people were even swimming.
