I read what you have written over again. While believing it is all true, they are written from your point of view or the way you see the situation. I know it could be difficult for you to get it out of your head, and even if you try she might ask you to accompany her for shopping. Having said this I see three alternatives.
1. Leave the things as they are, occasional meetings, shopping etc without a move from you. In this case maybe thinking and day dreaming is better than actual getting physically closer to her. There is a joy into this and you may want to keep it as it is. But might be difficult on you.
2. It could be then a little more than foot massage, in this scenario you make some move that may end-up in something
3. See her less and try to get her out of your mind.

I think you are right. These instances are from my perspective and may not be as intense from her side. While I do believe that she is attracted to me, and likes the attention of a younger guy therefore she does enjoy my company, conversation, and the odd flash of her body and peak at mine, I think it will be best to keep it to flirting and fantasy. I wouldn't want to risk her being mortified if I ever made a physical move. Your options of small moves like a foot rub, or massage might be something to pursue first, if ever.
