Surrogate

I have a question. My sister has offered to surrogate a child for me and my husband. Because of my healt I can't carry a child. I have no idea how or where to begin researching this topic. A huge factor in this is location. I am in the USA and she is in the UK. How do I go about finding information on this topic?

Please help.
