Basically the Prince wouldn't help her (the hospital wouldn't change their mind for her excessive demands) so she wanted to fly to the US. Her medical staff wouldn't allow it, so she found a paying clinic and paid them big bucks to let her move in.

I believe it was National Ledger that used the term "red tape" and said the governemnt cited it as the reason they couldn't help her. At any rate, it's good that they were not strong armed like Namibia.
