I am a C.O. in a female prison, high heels are not permitted to be worn by inmates for safety reason. They can be used as weapons and if the inmates would need transported outside the facility she would need to be restrained and that would include leg shackles which would be hard for the inmate to walk in wearing heels. Most facilities provide jail clothing which includes footwear with soft soles or flip flop style shoes.

it should be quite obvious why inmates don't wear high heels. they could break through windows and escape by smashing the heel through the glass

all my "girls in prison" movies have both the inmates and guards wearing heels with their uniforms. untill they get into the main storyline, at which point they are only wearing their prison-issue stockings and garter belts.
