It depends how you measure intelligence.
You can never really answer this question, many have opinions that they believe to be true. These animals have totally different instincts and have adapted to be what they need to be, so it would be impossible to judge the two together.
A cat is better able to think through situations to what it has evolved to cope with, where as dogs have evolved to think through different situations.
As for trainability, this is equal though people will argue dogs are more intelligent because they are more often taught tricks. Different things motivate the different spieces. Cats can learn the same things as dogs. I have a cat who knows more commands then most peoples dogs, and I have a dog ho also knows more commands then most.
So anyway, how DO you measure intelligence?
