I think my staff appreciate my management style and, if they don't, I'd like to know so I can try to rectify any problems. Just for clarification, I'm the Technical Director of an IT company and my "domain" is a Data Centre rather than an office in the more usual sense.

panties</A> is the most that is ever seen. Most guys sit with their knees well apart, it just isn’t comfortable to squash the equipment between the thighs. In a mid thigh skirt that gives quite a view. Would that be acceptable in you opinion? Would it make a difference if the person (male or female) were wearing bear legs or sheer <A HREF='http://www.femalefirst.co.uk/catalog/default.php/cPath/23_52' target='_blank'>

That's a difficult question to give a general answer to. My primary consideration is ensuring the work is done but I consider keeping my staff reasonably happy of equal importance. Personally, I couldn't care less if they came in stark naked - if they can do their jobs and are reasonably happy, that's all that matters.
How I'd deal with the situation you describe would depend on a lot of factors. The first, and most important in my view, would be "does anyone object?" If, so, is that objection reasonable in the circumstances? If women were doing the same thing and the complaint were made only because you were male, I would see the complaint as sexual harassment - by the complainant against you. If, however, I thought the complaint were reasonable and justified, I'd ask you to either sit more discreetly or wear a longer skirt. I'd take exactly the same action if you were female.
Incidentally, I've been in the office with just my bra up top when I spilled coffee on my T-shirt and put it in to soak. One of the guys offered to lend me his shirt but I declined because I didn't want to pull it out of shape.

It was strange how all the guys managed to find some problem they had to keeping coming to speak to me about. One even, helpfully, said he thought coffee had gone on my bra too.
