Most of the time people can't tell whether you're wearing underwear or not, so why should it be mandatory? Although it can save people from embarrassment... I mean some silly girls with a lot of hormones in their system seem to find it amusing to tell guys stories, like the time she went shopping with in a skirt with no panties on, and when she bent over to pick up something from the bottom shelf, her skirt slipped down showing off her bare bum, and other people in the aisle thought she was mooning them.
Oh, and according to ancient history, when only men were allowed to be present at the olympic games, one woman disguised herself as a man so she could watch her son compete, and then when he won in something, she got so excited that she jumped into the field to embrace him, unfortunately the wind blew her toga up, and since people didn't wear underwear in those days, everyone knew she was a woman.
