I am assuming that you live in the UK, as you refer to ‘primary age’.
Have any of the other parents actually seen this man? It would be unusual if they hadn’t (assuming that he puts in regular appearances near the school at leaving time), as many parents (usually mothers) collect their children from primary school at the end of their afternoon classes. If other parents have seen him, can they confirm that the man’s ‘skirt’ is in the same style as the girl’s uniform pleated skirts? I ask this, as it is possible that the children have seen a man in a kilt, as kilts are pleated and not all kilts are in tartan designs (some are in solid colours).
If there is evidence that this man is regularly hanging around in the vicinity of the school at leaving time, then I would suggest that it would be quite in order to inform the school and the police. There is almost certainly a perfectly innocent explanation, but it would be best to be on the safe side, and I am sure the police would not think you were wasting their time.
