I rewatched the tmz video and here is what I think happened.
The guy pretending to be Jen"s cousin went to the hotel and probably was dropping her name and possible wedding details with the staff. Harvey said in the video the the STAFF was telling GUESTS (meaning the orinignal tmz source was likely a guest) Harvey even says that he knew someone that was just there and said it was lovely. Once tmz got this tip from the guest of hotel they probably contacted the hotel and staff were merely repeating what this "cousin" had told them, which would explain the lack of details and non-commitment saying it was possible it would take place at another hotel. I think tmz ran the story becuase it would generate a lot of traffic, but they probably also felt that the hotel staff, as far as they knew, were telling the truth, and the lie came from the cousin (which TMZ must have thoguh was real)
Harvey may still believe the story, but Harvey himself does not like to back down even when its pretty clear he is wrong. He talked about the Jolie leg incident and most people at tmz thought it was stupid and bizarre and he was very assertive about his theory being that she did as some sort of bet for charity. He continued to say this a few days-week aftr the oscars when it had become pretty clear that it was not for chairity. If it had been, Jolie would have the made that public the moment all of the bad press started to hit, but harvey stuck by his theory.
I think for the most part TMZ is reliable when surrounding court cases, contracts, and stories that come out of LA or NY. I am sure they have a lot of sources (reliable) and they obviously have connections in law enforcement and the courts. I think a lot of the younger celebs that get caught up in clubbing and drugs and such use TMZ to get their stories out there. Lindsay Lohan definitly uses them, because a lot of the time her side of the story gets put on the website. I thin for someone like Jen, they do not have direct sources for her, even Huvane never actually commented to TMZ (or they didnt post it) so they have to rely on less reliable sources for stories. They rarely post stories about jen, likely becuase they really dont get much in "breaking news" type sources. There was even a tweet from a while back about a tmz reporter who drove somewhere a few hours away to follow up on some story or tip about Jen, that ended up being nothing, and he was pissed. I even remeber when Jen was first filming wanderlust there was an extra or crrew memeber (cant remember) that tweeted about TMZ sending people to spy on her, which also amounted to nothing as we never really saw pics or got stories from the shoot. I think TMZ just may be a bit desparate for any story on Jen and this one seemed to be mildly true.
I sometimes wonder when Jen has not been photographed in a while if the paps know whats going on. Like do they know if she is at home? A picture of her right now would probably go for quite a bit since it has been awhile since good quality photos of her have been taken. She is proobably pretty hunted right now.
