Because
a) they're only on loan and are basically advertising.
b) they are photographed more than you and me.
c) they are under pressure to wear something new every day - if a star wears the same dress twice heat'll print them next to each other and say "oh look she's worn the same thing twice!"
d) you or I could also get free clothes in a similar way. only they would be cheap t-shirts that say "go to harry's chip shop" or similar advertisement.
