they wont do catwoman cos its corny, they wont do 2face cos hes dead however i think they planned to continue the joker (if ledger didnt die), he wasnt dead at the end, and he said 'you and me are destined to do this forever'.. HOWEVER i do see them doing the riddler and using 'the penguin' as a mob boss with a deformity. not a corny penguin tho.
