I believe it is not the issue of shyness. It is how a woman’s body feels. The texture, smell, attractiveness etc. If the man does not get the hint and does not do oral, do not push it as there must be something that holds him back. It is the same with women in doing their part. Nothing wrong with either party, just the “Right Chemistry” and no one can do anything about it. So enjoy it when it happens, and do not push it when it does not happen.
