Lowe Given Go-ahead For Dream Home.THE WEST WING actor ROB LOWE has been given permission to build his ocean-view "dream home" in Santa Barbara, California.The 42-year-old was given the go-ahead by local authorities and, when the property has been built, he will count JOHN CLEESE and OPRAH WINFREY among his neighbours in the Montecito community.The venture had received strong opposition from local resident FRED GLUCK, who protested Lowe's plans for a 24-foot- (7.3 metre-) high hedge would partially block his view of the Pacific Ocean.But Lowe is adamant the right decision has been made by the Planning Commission, insisting, "I've always been a big believer in the process. I'm obviously pleased with the outcome."
