Sia Soliola was told he risked serious injury if he played in the World Cup because of a shoulder injury and has been replaced by Bronson Harrison.
The loss of Sia Soliola is another blow to the Kiwis, who are already missing Jeff Lima and Brent Webb.
The Kiwis, coached by Stephen Kearney, face hosts Australia on Sunday.
