O'Loughlin will also miss the play-offs England have suffered another World Cup blow with the news that Wigan's Sean O'Loughlin has been ruled out after failing to overcome a shoulder injury.
The forward made an abortive comeback six weeks ago after breaking a shoulder blade in May and scans have revealed the bone has still not fully healed.
England coach Tony Smith is already without Bradford prop Sam Burgess.
The Bulls teenager will miss the competition, which begins on 26 October, to undergo shoulder surgery.
O'Loughlin's injury is also a setback for Wigan ahead of the Super League play-offs.
