While flirting and hints get you so far, they can also be misleading. Some people are natural flirters but don't want anything more than some cheeky banter. Try to see what he is like with other people first- if he treats you differently then there may be something more here.
Perhaps you could try talking to him more to gauge if he likes you back- if he seems genuinely interested in what you have to say and invests time with you- then this is a good thing.
While these interactions might not make you certain if he likes you back, it may give you a better indication. The more you get to know him, then the easier it will make things if you want to take it further.
Perhaps then might be the time to ask him out- if he is willing to go out on a date with you chances are he likes you back- if not then he may just want to stay as friends.
