If you have not contacted him before now then perhaps drop him a text to see if he wants to go out again. He might not be the type who makes a massive effort- in which case you might need to be the one who takes the lead or seek out someone who is willing to meet you half way.
There is a chance that he is thinking the same as you but is reluctant to make the first move.
That said if he saw potential then he might have contacted you by now- perhaps he had a good time but not enough to see anything long term, resulting in him not getting back in touch. It might be worth moving on from this and look ahead rather than analysing what has been.
