The city has forbidden the sale of e-cigarettes in stores and has placed a ban on online retailers from delivering to addresses in the city until the health effects of the inhalation devices become clearer.

The city's mayor, London Breed, has been given 10 days to sign off the legislation and make the law final, but has indicated that she will.

San Francisco is the home to Juul e-cigarettes and the company holds a 50% share of the market making it the biggest producer of vaping products in the US.

Juul spokesman Ted Kwong believes the ban will also stop adult smokers switching to e-cigarettes and could create a ''thriving black market'' for the products.

He said: ''We have already taken the most aggressive actions in the industry to keep our products out of the hands of those underage and are taking steps to do more.''
