A brand new Gotham season two trailer sees the villains of the city taking over, with small clips suggesting that showrunners may have found their cohesive center for the series going forward. With Jim Gordon winning a small victory for the Gotham Police Department at the end of the first season, there's still an incredibly big uphill battle ahead for the authority in the city.

Short but heavy on villains, the new promo includes Penguin, Cat, Riddler, Theo Galavan, Tigress and the Joker.

Dustin Ybarra can also be seen in the trailer, as the rumoured cannibal Robert Greenwood, though his role has not yet been confirmed.

There's no word yet on just when the Mad Hatter, Clayface and Mr. Freeze will be making their debuts, but as they've been absent in promotional material so far, it's not difficult to imagine they'll be introduced in the second half of the new season.

Check out the official synopsis for Gotham's second season below.

"The good. The evil. The beginning.

"Everyone knows the name Commissioner Gordon. He is one of the crime world's greatest foes, a man whose reputation is synonymous with law and order. But what is known of Gordon's story and his rise from rookie detective to Police Commissioner? What did it take to navigate the multiple layers of corruption that secretly ruled Gotham City, the spawning ground of the world's most iconic villains? And what circumstances created them - the larger-than-life personas who would become Catwoman, The Penguin, The Riddler, Two-Face and The Joker?

"GOTHAM is an origin story of the great DC Comics Super-Villains and vigilantes, revealing an entirely new chapter that has never been told. From executive producer/writer Bruno Heller ("The Mentalist," "Rome"), GOTHAM follows one cop's rise through a dangerously corrupt city teetering between good and evil, and chronicles the birth of one of the most popular super heroes of our time."

Gotham returns in the US on FOX on Monday, September 21.
