The most important thing in a long distance relationship is that it is wonderful when you are together, but when you are apart you have got to put in the time. You have to try very hard to maintain some sense of a relationship while you are away from one another.
If he will not commit this is a sign that he is not as into the relationship as you are. You are looking to moving in together but he isn’t, either he is not ready for the short term or he sees no future for you both in the long term.

If he does not want to be with you forever then it is probably a good thing that you are not living with one another. If he does, but now is just not the time, then it will happen, you just need to be patient.
Try perhaps booking weekends away so you have some alone time together. With living together comes bills and responsibility, so if you are on rocky ground as it is then this could make your relationship even worse if you are not strong enough to manage it. Establish if you are destined to be together forever before moving in or it could end in disaster.
