You will likely not be able to move on until you have got this out of the way. It seems like an impossible thing to do but if you don’t come over too hot and heavy then you might be able to move on if he doesn’t feel the same way.

Perhaps tell him that you like him and would like to see what happens if you two made a go of things. Maybe if you state the obvious; that you have a good foundation as friends and that this is a positive starting point for something more. If you come on too strong it is harder to back-peddle if he only wants to be friends. This takes the pressure off a bit and makes it sound more casual. If you two are good friends you should be able to push past this if he doesn’t feel the same way and still talk to one another.

If you don’t speak up, you might always be wonder ‘what if?’ The longer you leave it, the stronger your feelings might get out of hope that something could happen in the future; stopping you from moving on and finding someone else. Or you could aim to distract yourself by trying to find someone else and hope your feelings fade with time- whatever you think will work best for you.  

The guy that likes you will probably be a bit hurt that you don’t like him back; however it’s not wise to fake your feelings to keep someone else happy. I would suggest that you try to be sensitive to his feelings if he asks you out or if you start going out with your other friend.
