It is very odd that he didn't get in touch with you at all over Valentine's Day. It's not like your relationship is new, 10 months is quite a long time to be dating.
Get in touch with him and ask if there is a problem and why he didn't want to meet up.
If you are satisfied with his answer then move on with your relationship, if not then finish things and find someone who really wants to be with you.

If someone has such little respect for you they don't make any plans over Valentines Day or at least explain why they don't want to see you then they are not worth being with.
Valentines Day was almost two months ago now and if you have not heard from him in all that time chances are you won't hear from him again. Forget about him and find someone who has the courage to tell you they want to be with you.
