There is no set amount of time to say I love you in- it differs between couples; however 3 years is a long time not to have expressed how you feel for one another. Even if you are not in love with each other it should always be something you are working towards if you see a future with the person you are with.

If you feel ready to tell him then perhaps you should and see if he says it back- if not then if you feel you need to know then ask him. If you are in a relationship where you are not loved back then it might be time to look for someone who will, if being regularly told is something you want from your partner. If you are in a relationship without love then you could simply be in a friends with benefits situation and not be aware of it. It sounds like it might be in your interest to find out where you stand- you never know- he might be waiting for you to say it first and be thinking the same as you.
